The Proposal Resubmission Program supports research projects that were previously submitted for, but did not receive, external funding, and whose competitiveness on resubmission would increase with the acquisition of additional data, proof of concept, or additional proposal support (graphic design, research development support, etc.). Reviews must indicate that the project is sound and innovative. The proposal must be a “near miss” - scored well and close to funding per the agency’s current funding levels. Proposals that were returned without review are not eligible for this mechanism—please refer to our other internal funding programs for potential support. Awardees are required to meet regularly with a member of the research development team during the proposal revision and resubmission process.
Examples of appropriate use of funds include but are not limited to:
- UML statisticians, evaluators, and collaborators
- External consultant fees related to proposal development, such as a proposal graphic designer or an external reviewer
- Collection and/or analysis of preliminary data, including materials, supplies, and/or hourly wages for a student worker
Other budget lines may be proposed as long as they are allowable and demonstrate the need for the activity to support the proposal resubmission. Students can be supported, but the research project must advance the work of the applicant. Priority will be given to applicants with little to no remaining start-up funds/Research Investment Funds (RIF).

The Office of Research Development intends to fund up to 7 awards at up to $1,000 per project.
