UMass Lowell’s Regional Tuition Program lowers the cost of out-of-state tuition by approximately $7,450 for students with a permanent address in New England, New Jersey, New York and Pennsylvania.

About the Regional Tuition Program

  • Available to students with a permanent residence in Connecticut, Maine, New Hampshire, New Jersey, New York, Pennsylvania, Rhode Island or Vermont

  • Students must be enrolled full-time in any undergraduate degree program
  • No additional application is required
  • Students will still be eligible to apply for financial aid through other sources

Reduced Tuition for New England Residents

The New England Board of Higher Education's (NEBHE) Tuition Break Program (formerly known as the New England Regional Student Program) is a tuition program for out-of-state students with a permanent address in New England. The program lowers the overall cost of out-of-state tuition by approximately $7,450.

Students may also be eligible for additional merit scholarships ranging from $8,000 to $14,575.

Reduced Tuition for New Jersey, New York and Pennsylvania Residents

Beginning Fall 2026, UMass Lowell is proud to extend our Regional Tuition Program to residents of New Jersey, New York and Pennsylvania. The Regional Tuition Program provides eligible students a tuition discount up to $7,450.

Students may also be eligible for additional merit scholarships ranging from $5,000 to $13,000.
